Das Ziel des ersten Kapitels ist es, die Anfänge der Idee eines internationalen Bündnisses der Völker von der Antike bis zum Ende der Frühen Neuzeit herauszuarbeiten. Im zweiten Teil werden dem Leser die Entwicklung von dauerhaften Friedensplänen und deren dazu notwendigen Institutionen im Übergang zur Späten Neuzeit dargeboten. Als literarische Grundlage dienen hierbei Michael Baers Ausführungen über den Beginn von Friedensideen in Amerika sowie Immanuel Kants berühmtes Traktat „Zum Ewigen Frieden“. Im dritten und letzten großen Abschnitt der Arbeit werden die ersten konkreten Umsetzungen der seit Jahrtausenden diskutierten Ideen beschrieben. In einer Zusammenfassung und einem Resümee werden die wichtigsten Ergebnisse der Arbeit noch einmal prägnant dargestellt und bewertet.
